Job Summary: The Access Intake Outreach Clinician provides mental health screenings, assessments, and treatment recommendations for adults and children, in collaboration with their parents or guardians. They assist in coordinating with internal and external programs and community partners to meet client needs.
The Access Intake Outreach Clinician ensures quality care and improves the operations of KMHS in support of its stated mission. Further, this role provides the highest level of customer service to internal and external customers.
General Summary of Duties:
- Triage individual requests for service for those who walk-in to the agency. Provide immediate referral to crisis services for emergent cases as needed and complete a crisis intervention for non-emergent clients; provide information and referral sources to those who do not meet entrance criteria; and screen and/or provide intake for Medicaid, Medicaid eligible, unfunded, and underfunded individuals.
- Maintain an understanding of the array of KMHS services and their required criteria for accessing these programs.
- Maintain an understanding of the following: community services available outside of KMHS, Medicaid eligibility, the Medicaid application process, and the Washington Health Benefit Exchange to communicate that knowledge to the public effectively to promote access to state insurance coverage, if applicable.
- Complete clinical interviews and intake assessments using culturally responsive practices. Utilize the current diagnostic manual, Washington State Access to Care criteria, and medical necessity guidelines to determine and initial diagnosis and treatment recommendations. Obtain or complete all required entrance documentation, including supplemental assessments/screenings.
- Assist in facilitating a smooth transition and ensure a positive experience for those who meet criteria by coordinating with multiple KMHS departments and community partners as necessary.
- Conduct outreach assessments as needed, including: schools, assisted living facilities, adult family homes, juvenile detention, and Kitsap County Jail, and regularly travel to provide assessments at satellite locations if needed. This position is expected to spend two days a week at the Kitsap County Jail to conduct intakes with individuals eligible for KMHS services.
- Provide effective and efficient clinical services using best practice standards.
- Complete all required agency documentation in an accurate and timely manner. Use collaborative documentation in the agency's electronic health record.
- Participate as an integral member of the Access Team. Work cooperatively and collaboratively as a team member. Assist in building positive working relationships with all agency departments.
- Pursue professional growth and development by seeking out learning opportunities and integrating new learning into daily work practices.

Minimum Qualifications:
Outreach Intake Clinician I:
EDUCATION: Bachelor’s Degree in Psychology, social services, or a mental health field.
EXPERIENCE: Experienced (five years of direct client care under the supervision of a master’s level mental health professional with an active license).
This position requires driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must meet agency driving requirements, including meeting the minimum age requirement of 21 years old, successfully completing a motor vehicle history check, possessing and maintaining a current, valid driver's license in the state of Washington, and having reliable, insured transportation.
LICENSURE: Certified Agency Affiliated Counselor (must be eligible for this license upon hire)
Outreach Intake Clinician II:
EDUCATION: Master’s Degree in Psychology, social services, or a mental health field.
EXPERIENCE: Experienced (minimum 2 years of job-related experience).
LICENSURE: Licensed Agency Affiliated Counselor (must be eligible for this license upon hire).
Preferred Qualifications:
EXPERIENCE: Child Mental Health Specialist (CMHS).
LICENSURE: Washington State associate or independent clinical license (LICSW(A), LMHC(A), LMFT(A).
Performance Requirements:
KNOWLEDGE:
- Maintain a working knowledge of current trends in community mental health, including health care reform and automation of job tasks using computer technology.
- Maintain a working knowledge of culturally responsive and culturally humble care and practice. This includes knowledge related to working with individuals and communities of diverse backgrounds and experiences.
- Maintain a working knowledge of mental health rehabilitation standards.
SKILLS:
- Communication ‑ Ensure quality service to the public by communicating in a sensitive, respectful and knowledgeable manner. Contribute toward the development and maintenance of positive and collaborative relationships with KMHS programs, other public or private agencies, and the public to enhance the agency's overall mission and goals.
- Computer skills ‑ Proficient with computers and able to concurrently enter data into an electronic medical record with speed and accuracy while speaking with consumers face-to-face or over the telephone.
ABILITIES:
- Demonstrated ability to be comfortable and practical with assisting a diverse population of individuals and families across the lifespan with Severe and Persistent Mental Illness or Serious Emotional Disturbance and who may be in crisis

REQUIREMENTS:
A background check to enter the Kitsap County Jail is required prior to actual start date and the position is conditional until this is completed. Background check will be conducted annually, and will be a condition of continued employment in this position.
Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc. Ability to drive a car is required in order to do outreach services.
Work Environment: Office, outreach, incarceration settings.
Mental/Physical Requirements: While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen. Peripheral vision is also required for this position. Frequent mobility and/or sitting required for extended periods.
